Yanchep Rail Extension: Part 2 – Eglinton to Yanchep - Public Environmental Review

Overview

The Public Transport Authority (PTA) proposes to construct and operate an extension of the existing Joondalup railway line from a point north of the proposed future Eglinton Station. The proposal will extend the Joondalup railway line through to Yanchep in the City of Wanneroo and includes a new intermodal transit station within the Yanchep City Centre area.

The development envelope is up to 73 hectares (ha) and the proposal will result in potential impacts to native vegetation that includes black cockatoo habitat; potential western quoll habitat; a Threatened Ecological Community (Melaleuca huegeliiM. acerosa (M. systena) shrublands on limestone ridges); and a number of Priority Ecological Communities including the Banksia dominated woodlands of the Swan Coastal Plain IBRA Region, the Northern Spearwood shrublands, and the Tuart woodlands of the Swan Coastal Plain.

The proposal traverses Ningana Bushland (Bush Forever site 289) which contains regionally significant bushland and provides an ecological linkage between the coast and Yanchep National Park. The proposal may also impact four Priority listed flora species.

The EPA has previously assessed the Yanchep Rail Extension: Part 1 – Butler to Eglinton proposal and provided its Report to the Minister for Environment (Report 1634).

The proposal (EPBC 2018/8262) has also been determined to be a controlled action under the Environmental Protection and Biodiversity Conservation Act 1999 (EPBC Act) and will be assessed by accredited assessment under the Environmental Protection Act 1986. This means that the EPA will also assess the controlled action under the EPBC Act on behalf of the Commonwealth.
