Overview

Albemarle Lithium Pty Ltd (Albemarle) is proposing to establish the Albemarle Kemerton Plant, a Lithium Hydroxide Product manufacturing plant and associated infrastructure, within the Kemerton Strategic Industrial Area, approximately 17 kilometres north-east of Bunbury.

The Albemarle Kemerton Plant will produce up to 100,000 tonnes per annum (tpa) of lithium hydroxide monohydrate (Lithium Hydroxide Product) from five 20,000 tpa process trains, and produce up to 1,100,000 tpa of tailings.

The construction of these trains will be staged over the next ten years, with construction of the first trains planned to commence in 2018.  The plant will process spodumene ore concentrate supplied from the Talison mine in Greenbushes, the biggest source of spodumene ore concentrate in the southern hemisphere.

The Level of Assessment was set as Referral Information (with additional information required under section 40(2)(a) of the Environmental Protection Act 1986). The additional information is required for the Environmental Protection Authority’s (EPA) assessment of:

  • Flora and Vegetation (Banksia Woodlands of Swan Coastal Plain);

  • Terrestrial Fauna (Black Cockatoos); and

  • Terrestrial Environmental Quality (Waste Management and the applications of the waste hierarchy).

The proposal was determined to be a controlled action by a delegate of the Commonwealth Minister for the Environment under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) on 5 January 2018 and will be assessed as an accredited assessment under section 87 of the EPBC Act.

The additional information has been prepared by Albemarle and is released for public review for two weeks commencing 9 April and closing on 23 April 2018.
